Who cleans gutters in San Rafael?
Nor-Cal Maintenance serves San Rafael from our main office in Santa Rosa, about 41 road miles north of City Hall on Highway 101. We clear gutters by hand, flush the downspouts and sweep leaves and needles off the roof. The company is family-owned, Diamond Certified since December 2023 and licensed under California contractor license #772419.
Much of San Rafael was built in the 1950s and 1960s. Census Bureau estimates date the median home to 1968, put about 71% of homes before 1980 and count more from the 1960s than from any other decade. Fewer than half of the city’s homes are detached houses and just over half are owner-occupied, so a large share of San Rafael’s gutters sit on apartment buildings and condo complexes. We clean those for owners, managers and HOAs, and our gutter cleaning covers single-family homes the same way.
Housing: U.S. Census ACS 5-year estimates. Rainfall: NOAA 1991–2020 normals for the nearest station. Distance is approximate road miles.
About San Rafael
What does San Rafael ask owners to do about roofs and gutters?
Keep them clear. The city’s wildfire page puts the roof and gutters inside Zone 0, the first five feet around a building, and tells owners to remove accumulated leaves, needles and dead plant growth there. Its storm page asks for the same thing before winter: clear the gutters and downspouts so rain has somewhere to go.
The city’s fire-safe building rules now apply to every home in San Rafael, not only those in high-risk areas. Its wildfire safety rules also require wooden and shake roofs to be replaced by May 31, 2027, call for removing juniper, bamboo, acacia and Italian cypress, and allow only low-growing plants within five feet of any building. Fire season, the city says, typically starts in early summer, and inspections can happen at any time of year.
The city also pays part of the cost of hardening a house. Its reimbursement program lists gutter covers as a first-phase project when overhead trees are within 30 feet, once a wildfire safety evaluation names the hazard. Routine work such as gutter cleaning and dead-leaf removal doesn’t qualify, and contractors must be registered with the City of San Rafael, so confirm that with anyone you hire, including us.
Rain is the other half of the job. The NOAA station at the Marin Civic Center averages 34.45 inches a year under the 1991-2020 normals, with 7.81 inches in December alone, and the city’s storm checklist puts gutters and rain downspouts at the top of the list of things to clear before a storm.
Local rules
Which San Rafael rules touch your roof and gutters?
Three, mainly. The Zone 0 guidance covers debris on the roof and in the gutters, the citywide fire-safe building rules set the standard for replacement materials such as roofing and windows, and wood or shake roofs have to be gone by May 31, 2027. For new gutters or a reroof, ask the city’s permit staff before work begins.
Before fire season on a San Rafael property
- Book the city’s no-cost wildfire safety evaluation from its Protect your home from wildfire page or at (415) 485-3054.
- Clear leaves, needles and dead growth from the roof, gutters, decks, porches and stairs inside the five-foot zone.
- If the house still has a wood or shake roof, plan the replacement ahead of the May 31, 2027 deadline.
- Ask about reimbursement for gutter covers before buying them. Pre-approval is required, and the contractor must be registered with the city.
- If you clear the roof yourself, use an electric blower: gas-powered leaf blowers are illegal inside San Rafael city limits.

FAQ
San Rafael Questions
Does San Rafael require gutters to be cleaned?
The city’s Zone 0 guidance tells owners to remove accumulated leaves, needles and dead vegetation from the roof and gutters, and its wildfire page says homeowners are legally required to maintain defensible space, with inspections possible all year. If an inspection turns up a hazard, the city expects it fixed. A clean gutter is the easiest item on that list.
Will the city reimburse me for gutter cleaning?
No. San Rafael’s reimbursement program lists gutter cleaning, dead-leaf removal and other routine maintenance as ineligible. It does list gutter covers as a first-phase project where trees stand within 30 feet, once your evaluation report names the hazard and you get pre-approval. Contractors have to be registered with the City of San Rafael, so check that first.
Do you clean gutters on San Rafael apartment buildings and condos?
Yes. Our customers include apartment owners, HOAs, schools and commercial properties, and one Google reviewer, Annie D., described us cleaning the gutters of a 101-unit complex and leaving it “clean of gutter debris.” A multi-building job starts the way a single house does, with an estimate visit and a written proposal.
Where are you based, if not in San Rafael?
In Sonoma County. Our main office is on Banyan Street in Santa Rosa, about 41 road miles north of San Rafael City Hall, and our second office is in Windsor. Diamond Certified’s company report names Sonoma, Napa and Marin counties as the area we serve. Call (707) 940-7875 and tell us where the property is.
