Gutter Installation in Cloverdale, From the 1950s to Clover Springs

Cloverdale’s houses came in waves: a big one in the 1950s, another after Clover Springs opened in 1997. New gutters have to suit both, and the city’s wildfire building code now reaches more than half of town.

Who can put new gutters on a Cloverdale house?

Nor-Cal Maintenance, from our Windsor office about 24 road miles south of Cloverdale City Hall. Our Windsor Google profile lists Cloverdale in its service area. We remove the old gutters, check the fascia, lay out new runs and outlets, and place each downspout where the lot can take the water, all under CSLB license #772419.

The Census Bureau’s estimates show how Cloverdale was built. About one home in five dates from the 1950s, the largest single decade in the figures, and roughly half went up before 1980. A second wave followed: Clover Springs opened with 362 houses at the south end in 1997, and the 2000s added another fifth of today’s housing. Each era brings its own questions about fascia, layout and downspout placement, and we answer them at the house. Our gutter installation page covers the process; this one covers Cloverdale.

Will Cloverdale's Building Department want a permit?

Ask the Building Department first. Cloverdale’s permit handout says a permit is required before any alteration to a structure in the city, and it doesn’t single out gutters either way. Exterior changes on commercial and multi-family buildings may also need Planning approval. The department is at 124 N. Cloverdale Boulevard, (707) 894-1701.

Cloverdale adopted the 2025 California Wildland-Urban Interface Code on December 10, 2025, as Chapter 15.11 of its municipal code. The city counts any Moderate, High or Very High fire hazard zone as part of its wildland-urban interface fire area, and on CAL FIRE’s 2025 map that adds up to about 60 percent of the city. Under the state code, new construction there needs noncombustible gutters and downspouts with a way to keep debris out.

Downspouts deserve as much thought as the gutters. The city’s storm water page says runoff from roofs and driveways never reaches the treatment plant; it goes directly to the Russian River, and the city calls its own streets and gutters part of the river’s headwaters. On a hillside lot on the west side, we aim outlets at planted ground and away from banks that could wash out.

Cloverdale gutter installation FAQ

On new construction in the wildland-urban interface fire area, the 2025 code calls for noncombustible gutters and downspouts. Replacing gutters on an existing house can be treated differently, which is why the Building Department should hear about the project first. We’ll go over materials with you at the estimate.

Downhill of the house and onto ground that can absorb the water, such as a planting bed or a splash block. On the west-side hills, an outlet aimed at a bare slope can cut a channel over one wet winter, and Cloverdale’s normal December alone brings 8.81 inches. We walk the grade with you before the layout is final.

Yes. Painted gutters are part of our installation work, and Brad’s review describes new gutters, painted, that suited his historic Petaluma home. Cloverdale surveyed historic properties downtown in 2001, and on an older house the color is worth settling at the estimate so it goes into the proposal.

We walk the roofline with you, look at the fascia and the drainage, and answer questions. Then a written proposal arrives with the layout and the downspout locations. Cory D. wrote that a verbal summary of recommendations was “immediately followed up in a written estimate by Dave.”
