Gutter Installation in Santa Rosa, Planned Around Where the Water Goes

Half of Santa Rosa’s homes were built before 1980, so plenty of the city’s gutters have hung through more than four decades of winters. We take the old runs down, lay out new gutters and downspouts from our main office on Banyan Street, and send each outlet somewhere the water can soak in.

Who can replace the gutters on my Santa Rosa house?

Nor-Cal Maintenance can, working from our main office at 3480 Banyan Street. Dave Stankas comes out first to measure the runs, check the fascia and see how the lot drains, then sends a written proposal. New runs, seamless gutters, painted gutters and new or moved downspouts can all go into one job, under CSLB license #772419.

Rain arrives in volume here. The Rain Ready flyer posted by the City of Santa Rosa notes that every inch of rain can send about 600 gallons of water off 1,000 square feet of roof, and the NOAA normal for the Santa Rosa co-op station is 31.53 inches a year. Put those together and a modest roof sheds close to 19,000 gallons in an ordinary year, most of it between November and March. Gutters on the city’s roughly 35,700 pre-1980 homes have carried that load for four decades or more. Our gutter installation work starts from that number: enough outlets, downspouts on the right corners, and runs pitched so water never sits. The Santa Rosa office page has more on the neighborhoods we cover.

Does a historic Santa Rosa home need a Landmark Alteration Permit for new gutters?

Usually not. The city’s guide for owners of historic properties lists installing rain gutters or downspouts among the projects exempt from a Landmark Alteration Permit, and repainting is exempt even with a color change. Bigger exterior changes in a Preservation District still go through review, so call Planning at (707) 543-3200 if the project grows past the gutters.

Santa Rosa has eight Preservation Districts: Railroad Square, St. Rose, Cherry Street, Olive Park, West End, McDonald, Burbank Gardens and Ridgway, along with 21 designated Landmarks. Cherry Street holds the city’s largest concentration of 19th-century buildings, Queen Anne and Stick Style mansions among them, and the McDonald district runs from the Victorians of McDonald Avenue to the bungalows of Spring Street and St. Helena Avenue (City of Santa Rosa historic property guide). The same guide treats re-roofing with in-kind materials as normal maintenance that still needs a building permit, worth knowing when a roof and its gutters are replaced together.

Outside the districts, the code that can shape an install is the wildfire one. In the 2025 California Wildland-Urban Interface Code, Section 504.4 calls for noncombustible gutters and downspouts on new construction, with an approved way to keep leaves from collecting. Santa Rosa’s Wildland Urban Interface area takes in about 9,000 parcels (Santa Rosa Fire Department FAQs), so anyone building or rebuilding there should ask the Building Division, at Building@srcity.org or (707) 543-3200, whether that section applies before gutters are ordered.

From a customer

“My gutters were a disaster because I don't think they had been ever changed and my house is 45 years old. They are now beautiful.”

FAQ

Santa Rosa gutter installation FAQ

It depends on the roof area draining to each outlet and the length of each run. Storm totals are the real test: the Santa Rosa co-op station logged 9.88 inches from October 23 to 25, 2021, which works out to nearly 6,000 gallons off every 1,000 square feet of roof. Long runs and big roof planes get extra outlets so no single corner has to carry that.

Ask before a full replacement. The city’s Building Division requires a permit unless the California Building Code specifically exempts the work, and we haven’t found a city page that names gutters either way. Its contacts are Building@srcity.org and (707) 543-3200. Historic homes have the separate Landmark question, and installing gutters is on that exempt list.

Yes. Victorian-era houses near downtown can have bays, dormers and porch roofs that don’t fit a standard layout, so corners, short returns and odd lengths get measured on site. Fabricated pieces are part of the work, and the written proposal shows each run and downspout before anything is ordered, so you can see how the new system will sit on the house.

Yes, and it’s the easiest moment for it, since the new gutters are empty and the ladders are already up. Under oaks, bays or redwoods it saves a second visit later. Dave matches the cover to the debris and the roof pitch; gutter guards in Santa Rosa explains how that choice gets made.
