Who installs new gutters in Windsor, CA?
Nor-Cal Maintenance does, from our Windsor office at 7734 Bell Road. We come out, measure the roofline, look at where the water needs to go, answer your questions and then send a written proposal. New gutter runs, seamless gutters, painted gutters, added or relocated downspouts and gutter covers can all be part of one job.
Windsor’s houses arrived in a rush. The Census Bureau’s latest five-year estimates put the town’s median home at 1993; 36% were built in the 1990s, 25% in the 1980s and 22% between 2000 and 2009, while fewer than 15% predate 1980. About 77% are detached single-family houses, three in four are owner-occupied, and 497 are mobile homes. Gutters on a house from those boom years have taken decades of winter rain, which is when owners start weighing new gutters against another round of repairs.

Why does downspout placement matter so much on a Windsor lot?
Because Windsor’s storm drains don’t lead to a treatment plant. Whatever water carries off a roof and down the driveway runs to Windsor’s creeks and the Russian River, so the Town’s Low Impact Development program steers roof runoff into swales, planters and rain gardens where it can soak in instead of rushing to the street.
The Town’s Low Impact Development page explains the reasoning: rain that runs off roofs, concrete and asphalt picks up debris and chemicals, while soil and plants filter it. Projects that create or replace an acre or more of hard surface must build these features, and owners of LID swales and rain gardens maintain them each year before the rainy season and file an inspection form with photos. A new downspout aimed at one of those features, or at a lawn or planter, puts the water where the Town designed it to go.
Ask the Town’s Building Division at (707) 838-5341 whether your gutter project needs a permit; its FAQ recommends talking to the code official before work begins. The Town’s 2025 wildland-urban interface ordinance, No. 2025-402, designates Windsor a Moderate fire hazard zone and applies parts of the state WUI code to new construction there. If a re-roof is on the calendar, the Town issues re-roof permits, and new gutters can go up once the roof is done.

FAQ
Windsor gutter installation FAQ
Do you install seamless gutters in Windsor?
Yes. On a Windsor house we quote seamless gutters as one option, along with painted gutters and gutter covers. Fewer seams leave fewer joints that can open up later. The written proposal spells out which system we recommend for your roofline and why, so you can compare before you decide.
Can you add or move downspouts while the new gutters go up?
Yes. Adding downspouts and relocating them is part of our gutter work, and one reviewer wrote about a couple of downspouts relocated for better drainage. On a Windsor lot, think about where the water ends up: a lawn, a planter or a rain garden can take it, while a driveway sends it toward the street drain.
Do I need a permit for new gutters in Windsor?
We couldn’t find a Town page with a gutter-specific rule, so ask. The Building Division takes questions at (707) 838-5341, and the Town FAQ suggests talking with the code official before construction starts. If the job grows to include re-roofing, the Town does issue re-roof permits.
Should new gutters get gutter guards too?
If trees hang over the roof, usually yes. Dave’s rule for choosing a cover starts with the debris: oak leaves, bay leaves and needles are acidic and rot a gutter from the inside, and the cover also has to suit the roof pitch. We carry 27 types of gutter covers, so the gutters and the right guard can go up together.
