Gutter Guards in Windsor, Where New Homes Must Keep Leaves Out

Windsor’s 2025 wildland-urban interface ordinance asks new homes for gutters that keep leaves and debris out, and existing houses can follow the same idea. We fit covers chosen from 27 types to the trees over your roof, from our office on Bell Road.

Gutter guards · Windsor

Do Windsor homes need gutter guards?

New ones do, in effect. Windsor’s 2025 wildland-urban interface ordinance applies much of Section 504 of the state WUI Code to new construction across town, and Section 504.4 calls for noncombustible gutters with an approved way to keep leaves and debris out. Existing houses aren’t required to add guards, though under Windsor’s oaks the same reasoning holds.

Most Windsor houses went up between 1980 and 2009, by the Census Bureau’s 2020-2024 estimates, and three in four are lived in by their owners. For an owner planning to stay, gutter guards turn a twice-a-year cleanout into a periodic check. The right cover depends on two things Dave Stankas looks at first: what your trees drop, and how steep your roof is. Our Windsor office on Bell Road is about 1.6 road miles from Town Hall, so getting someone out to look is simple.

What does Windsor's WUI code say about gutters?

For new construction, quite a bit. Ordinance No. 2025-402, adopted December 3, 2025, designates Windsor a Moderate fire hazard zone unless the State Fire Marshal maps a parcel higher, and requires new buildings in that zone to meet listed parts of Sections 501 and 504 of the 2025 California Wildland-Urban Interface Code, including 504.4 on gutters and downspouts.

Section 504.4 is two sentences long: gutters and downspouts must be made of noncombustible material, and gutters need an approved means to keep leaves and debris from accumulating (2025 California WUI Code, Chapter 5). Windsor adopted the code as Article 9 of Title VII of its Municipal Code (Windsor Ord. 2025-402). The rule covers new construction, so if you’re building, ask the Building Division at (707) 838-5341 what it will accept as an approved means before the gutters are ordered.

The Town’s choice stands out because CAL FIRE’s map leaves almost all of Windsor outside any mapped zone: about 99.8% of the town’s area, in a sample of the 2024-25 real estate hazard layer. The Moderate designation applies anyway. Embers ride the wind past map lines, and dry oak leaves in a gutter are an easy place for one to settle. On an existing house, a noncombustible cover keeps most of that fuel out, and our post on ember-resistant gutter guards explains the options.

FAQ

Windsor gutter guards FAQ

One built for broad leaves. Oak leaves are big enough that most covers shed them, so the choice comes down to the roof and anything mixed in: Dave checks the pitch so rain still turns into the gutter, and looks for pine or redwood needles, which call for a finer mesh. He carries 27 types, including Gutterglove and Amerimax.

We haven’t found a Town rule that requires them on an existing home; Section 504.4 applies to new construction under Ordinance 2025-402. What applies to everyone is fire-season upkeep. The Sonoma County Fire District’s June 1 vegetation reminder includes cleaning gutters and roofs, and a cover makes that job much quicker.

No cover can promise that. CAL FIRE’s home-hardening guidance recommends noncombustible gutter covers to keep debris out, and a covered gutter holds far less dry fuel at the roof edge. Leaves can still collect on the roof and on top of the cover, though, so a spring check before fire season still belongs on the list.

With a quick check and rinse once a year, more often under heavy trees. Grit, pollen and small bits can settle on top of a cover or slip through over time. We can fold that check into a regular Windsor gutter cleaning visit or a yearly plan through our Peace of Mind Program.
